THE CITY
The city has 10,412 persons per sq km,
almost three times that in 1951.

Pune is the sixth largest city of India.
Located 160 km from Maharashtra's
capital city, Mumbai, the city has made a
spectacular transition from a pensioners'
city to a thriving industrial hub.
Pune
The Pune Municipal Corporation (PMC)
covers a geographical area of 244 sq km1.
According to the census survey of 2011 ,
its population is around 31 lakhs, an
increase of around 33 percent over the
last census in 2001.
The decadal growth of population during
1991–2001 was an unprecedented 50.08
percent. From independence till 2001, the
city's population has grown five times. The
city now has 10,412 persons per sq km,
almost three times that in 19512.

The census survey of 2001 found that
the city's 40.38 percent population
lived in slums. The latest City Sanitation
Plan (CSP)3 reported 564 slums in the
city with an estimated population of
11.89 lakh. Out of this, 64 percent are
notified and 36 percent are undeclared
slums. The annual growth in slum

High Access of Water but Quality
Concerns
The CSP says that 94.19 percent of total
households in Pune city are served
through water connections (see Figure
1). This means 6 percent of the city
population does not have access to a
water connection. The City Development
population is much higher than the
city's overall population growth rate. In
2001, the annual population growth
rate of the city was 4.14 percent
whereas it was 6.06 percent for the
slum population. Population density in
the slums is six times more that in non-
slum areas of the city.

Households (HHs)
Plan (CDP) gives details of the access to
drinking water. According to it, 58
percent households of the notified slums
have individual water supply
connections. The rest depend on public
stand posts or community taps. Though
the household water connections in the
city is high still diarrhoea ranks third in
the city among the major cause of
hospitalisation6.

SLUMS' ACCESS TO SANITATION
Three percent households are without
access to toilets.
According to the CSP, 77 percent of
households in the city have access to
individual toilet facilities (see Figure 2).
About 20 percent have access to
community, pay and use, public or group
toilets. This leaves out about 3 percent
households without access to toilets.
According to the CDP, the average
person to toilet ratio in declared slums
(adjusted population divided by number
of stalls) is 84. However, no assessment
is available for sanitation coverage in the
undeclared slums of the city.

Slums or poor localities of the city have
usually evolved near major drains. Thus
the drainage channels have become
vulnerable to waste deposits of all kinds,
specifically waste water and solid waste.
During many social mapping exercises
conducted by various agencies, people
residing in slums have complained of
blocked storm water drains and
sewerage channels due to dumping of
garbage. Lack of regular cleaning of
these sources has led to water logging
during the monsoon.

A TURNAROUND
Pune is one of the 63 cities covered under
the Jawaharlal Nehru National Urban
Renewable Mission (JnNURM). Under the
reform agenda of the mission, the city is
implementing a large number of
programmes.

The city has had the CSP prepared online
with the National Urban Sanitation
Policy. The CSP promises increased
access to safe drinking water and
sanitation service to all communities at
affordable cost. Besides, it wants to
make the city free of open defecation by
providing quality service delivery
through local self-governments with
community participation wherever
possible. The government has planned
activities worth Rs 6,065 crores under
the CSP to achieve these goals.
